It does not appear that parking structures are required to be included in the LEED-H boundary, however if the structure is being built to service a student housing building and energy modeling includes this scope, does it make sense to include the parking structure?

Basically, if you include a parking structure in any aspect of LEED, such as the energy model, that makes it part of the project boundary, so it needs to be included in all other LEED credits and prerequisites as well. The key is to be consistent.
