We're getting started on a 14,000 SF tenant finish project within a 21,000 SF building. While the project is primarily focused on interior space planning, lighting, and finish material renovation, we are also installing new doors, windows, and two exterior playgrounds for the daycare tenant.
We're trying to determine if we have an ID C or BD C project. Can anyone shed some light on this for us?

My quick take is that it's more ID+C. However, you have a choice, as GBCI will give you a lot of latitude to choose the best rating system for the project.
I'm leaning toward ID+C because you don't mention MEP systems, water systems, or the overall envelope—just some (?) doors and windows.
If the envelope work is more extensive or you are touching or influencing those systems, you could lean more BD+C.
It's always good to simply review both scorecards and consider which credits seem more or less applicable and attainable.
