Hi Radhesh,
Precertification (Precert) is an optional review pathway available for a fee for LEED BD+C and O+M projects that is focused on your intended strategies. LEED offer precertification prior to a full certification application to help you determine which credits and prerequisites your project is likely to achieve during the full review, attract tenants, financiers, and even permitting benefits in certain localities.
LEED has 2 phases: Design and Construction. Combined and Split is distinguished based on number of review. If you choose Combined then you have just one certification review at the end of construction. The split review process have one review after substantial completion or design phase and the other after the completion of the construction phase.
Project with split review (two reviews) will have more success with earning certification due to a preliminary design review that allow the project team to get a snapshot of the project's performance. Please note that there is different fees for split and combined review (https://www.usgbc.org/tools/leed-certification/fees).
