4.Incorporate the measures from 2.1(b) and (c), above, into project documents (drawings, specifications, and/or scopes of work, as appropriate).

David, the list in the credit language above under subhead 2.1 is numbered 1–6 in the USGBC credit language. This appears to be an error (probably related to web publishing of the credit requirements), and the list under 2.1 should be labeled "a" through "e." Therein lie the measures you are looking for.
