Rainwater management

Hi All 

We are working on a LEED v4.1 assessment in the UK. Infiltration isn't feasible for the site due to the presence of hydrocarbons, as a result the current proposals utilise an attenuation tank, with the release restricted to the greenfield run off rate, but there is no retention on site. This meets local authority requirements for rainwater management. 

Are there any exemptions in LEED where infiltration isn't feasible?
