Some states have laws prohibiting sharing tenant utility data; I presume to protect residents against unscrupulous landlords. How does a multi-family project meet the prerequisite if tenant utility bills are unavailable? Excluding tenant energy use doesn't seem to meet the definition of "total building energy use."
