Yes to your first question.

The guide just says "artificial turf grass doesn't count." So native/regional grasses are probably fine.

Heat Island Reduction is all about addressing dark, nonreflective surfaces used for parking, roads, roofs, walkways, and other hardscapes that absorb the sun’s warmth and radiate heat, creating heat islands. While minimizing hardscape is the most effective strategy, it should be noted that areas of turf grass are not considered hardscape and should therefore not be included  in the calculations for this credit. Plantings for the purposes of this credit are only considered a non-roof measure if they provide shade (based on a 10-year growth) over areas of hardscape paving.

Most of our landscaped planter areas will have crushed granite. It is white and good SR. Is that area considered?

If you have the reflectance info needed for the granite, I believe it would count as qualifying reflective hardscape for non-roof. Depending on the plantings, you may be able to count shade that they provide over hardscape (though you can't double-count shaded area over hardscape that is already compliant with reflectivity).
