For the first year of construction, our project site area was smaller than the area that requires SWPPP inspections/reports. It wasn’t until we added the laydown area a year later which increased our project site, that we were required to conduct and did conduct SWPPP inspections. However, our project did have an ESC Plan in place for the duration of construction. Can we submit the SWPPP reports we have (with a time frame beginning one year after construction started) to satisfy the documentation requirements for SSp1, or would LEED require SWPPP reports for the entire duration of construction regardless of project site size?
If the SWPPP reports that we have are not sufficient documentation, our team will provide a narrative describing the ESC plan implementation. Could you please provide some guidance regarding the specific requirements of this narrative? Are there are sample narratives we could reference as we craft ours?

Norma, it sounds like you are doing your due diligence, and this approach should work. I have seen more questionable approaches to this prereq that did not get pushback from GBCI. I don't have an example narrative for this exact situation, but I would simply describe the situation in a reasonable level of detail.
