C&S or EBOM

Hi, I have a project which is considered an extension to an existing building. I was originally going to progress under V4 C&S certification as an extension. The client has asked if there is an option to extend certification to the existing building. The existing building is not undergoing any refurbishments. Overall the new build is 37% of the total GFA with the extension being 73%. The new build will only be completed to core and shell standard, with tenants completing the fit out. Is my only option on this project to pursue EBOM? And if so can this project only become certified if 1) tenants come on board to complete the fit out 2) after 12 months of occupied data? Your help would be greatly appreciated.

Bit of an odd duck. In the end I'd go with EBOM, though you're on the edge of the old 40/60 rule where you have discretion if you prefer NC.Yes, 12 months of data for EBOM. LEED-EBOM 2009 does have an MPR for minimum occupancy rates, so check that, but it's not necessarily a holdup.
