Hotels definitely nonresidential. Dormitories are basically hotels and the same, though some configurations might be considered residential.

Are commercial parking garage's able to be counted, or would they be excluded?

Hello Laura,
As per LEED v4 BD+C Reference Guide -" Do not include project buildings or non-habitable space, such as parking garages." So, the whole building used as a commercial parking garage should be excluded.
