Q: If a project is pursuing EQc2 Increased Ventilation, what ventilation levels do they model for EAp2 in the baseline model and what ventilation levels do they model in the proposed model?

There is one exception that allows the modeler to claim savings when demand-control ventilation is incorporated into the design when it is not required by ASHRAE 90.1-2007 Section 6.4.3.9.

Yes, but in that case, they will need to model baseline ventilation as 62.1 minimum, wont that reduce your savings since your proposed is at least 30% over 62.1.

DCV reduces OA levels below the ASHRAE minimum during times of actual low occupancy so it should reduce the total annual energy consumption.
It is not a gauranteed energy saving measure, however it may lead to savings.
The preliminary modeling runs will help the team determine if savings are achieved.
