Hmmm, looks like you need to look at those guidelines. I don't have a copy, myself.

Work with Materials Management. The recycling needs are very dependent on the organization and that is the department that deals with recycling.
What I have found is that most recyclables are gathered on the unit in Soiled Holding, transported down to the Loading Dock where they are placed according to the hospital's plan. Items like batteries, hazardous materials, old fluorescent tubes and old equipment are located in separate rooms that are either adjacent to or off the loading dock.
As for size, this again is dependent on the program and available space. If your project is new, then you need to review the existing condition and upscale it according to your client's use and desires. If this is an existing building and you aren't adding onto the loading dock, then you have to confirm that the hospital has on demand pick up. This has been an acceptable pathway for me several times.
