Low Mercury Lamps

Hello, I am working on a v2009 LEED-CS project and was wondering if the Low-Mercury lamp credit could be pursued? If the lighting design is not part of the CS scope in all tenant spaces I'm concerned it may not be feasible. The LPD is part of the TI Guidelines and we could also include low-mercury lighting specs, would this meet the requirements for an ID credit?

I think it could. Lease agreements are a common way to earn many credits.
