So the project site doesn't need to be previously developed any more to achieve the credit or do I miss some important interpretation?

Correct—under Option 2, previously developed is not a requirement.

There seems to be a discrepancy between the credit language on leeduser and the v4 Reference Guide. There is no mention of 'previously developed' in the reference guide - even in option 1:
'Locate on a site whose surrounding existing density within a 1/4 mile (400-meter)....'

In the reference guide, a Previously Developed site is shown to be required for option 1 when applied only to Warehouses and Distribution Centers (bottom of page 8 of the reference guide). In LEED User credit language, 'Previously Developed' seems to be required for all type of projects when applying Option 1. Can anyone clarify this discrepancy?

The Reference Guide is in error and has no doubt been corrected. Our credit language here matches USGBC's online credit library, which is most up to date.
