We are having trouble finding EPAct-compliant fixtures. Is that a problem?

Where can I find a clear meaning of "public" and "private" as relevant to lavatory faucets?

29.47% reduction question...

We had an initial mis-characterization of our flow fixtures (we thought they were private, not public), and now with everything properly calculated we are at 29.47% reduction from base case. Are there any measure to accompany this percentage which might push us up to 30%

Rick, I'm not sure exactly what you're asking. However, rounding up in this case would not be allowed, so you'll need to adjust your strategies (or your calculations, if defensible) to earn the credit.
