The glossary definition of "alternative-fuel vehicles use low-polluting, non-gasoline fuels such as electricity, hydrogen, propane, compressed natural gas, liquid natural gas, methanol, and ethanol." Biodiesel is not on this list, but would it count as an alternative-fuel vehicle?
