LEED HC 2009 ID P1 and c3

Dear LEED users I would like to know, Is the ID credit 3 in HC 2009 design or construction credit, I found the ID P1 is a design credit but the ID c3 is a construction credit in the scorecard..!

Dear all, when following ACP EN 13779:2007 and EN 15251:2007 in CS.IEQp1 and CS.IEQc2 we do experience a very uncertain conditions given by this method in terms of IAQ – fresh air supply. Acc.

Hi, this may be a silly question, but I do not know if there is any special requirement o detail that force me to start a project following CS v4 instead CS 2009. Is CS 2009 obsolete?

It is my understanding that if you create a product made up of composite panels like MDF, plywood, particle board, and the like, and all the material is FSC Certified recycled.
