Light pollution reduction Existing site lighting

Is existing site lighting, scheduled to remain, required to be included in the Light Pollution Reduction Credit when using the calculation method or is it only for proposed light fixtures?

What is the lowest flow shower you've come across? The lowest we have is 5.7 LPM (1.5 GPM).
