For non-residential buildings, the credit language is really clear: "Provide secure bicycle racks and/or storage". Bick racks are fine.

When I look up the regional priorities for NC zip code 28613 it lists "IEQc2.3". I don't believe there is such a credit or am I not reading the spreadsheet correctly?
