Form Releasing Agents VOC Requirements

I have a subcontractor proposing to use a Form Releasing Agent with a VOC level of 445 g/L. I have yet to find a hard-fast requirement for a VOC max. content for this LEED Credit.

I assume that stormwater drainage pipes and appurtenances count as utilities and will be allowed the 10 or 15 foot disturbance buffer depending on diameter?

Dear Tristan, If you only have one fixture, a faucet in staff lunchroom, in a CI project, and it does meet the goal of 20% better than code, i.e. 1.5 gpm. Then do you gain this credit?
