Does the fee for Precertification apply to the full certification, if this is done later? It looks like precertification will cost us $3250, whereas full certification would be $2250.

All urinals require maintenance and all urinals have scale buildup. With reduction of flow rates the potential for drain line scale build-up and pipe corrosion is increased.
