Well I've read through the current posts and can't find the following discussed:
We have a good amount of clean concrete and CMU we've demolished off an addition, we intend to use as much of the cmu on site by crushing it up and using it as a subbase on a gravel maintenance road. My question is, for the remaining clean concrete, if we have someone wanting to use it as fill (at another site) does that count as recycling? We've diverted it from a landfill and someone is using it in the marketplace (worth money to them). Thanks.

Some jurisdictions have "clean fill" sites, or "C&D fill" sites, which are simply terms for a clean landfill.
We have counted demolition material when is has been used on-site or off-site, but stipulate that it can only count as diversion if it processed for use as structural fill and is offsetting the purchase of virgin material.
