Hi, our project is using 100% recycled water for cooling tower. Is this eligible for an ID credit?

There are 50 units in a new rental apartment building for which the owner is seeking to achieve the credit for Enhanced Commissioning.

We have received the comments for our project but for EAp2 and EAc1 we would like to clarify or understand where the reviewer is coming from since a comment doesn't seem to make sense to us.

The DES guideline (2010) allows us to model DES cooling plant with a COP of 4.4, which includes cooling towers and primary pumps.

An existing, old and close building (nobody insiede for years, no heating system working...) can pursue a LEED EB:OM v4 Existing building?
