Recycled water for Cooling Tower

We have received the comments for our project but for EAp2 and EAc1 we would like to clarify or understand where the reviewer is coming from since a comment doesn't seem to make sense to us.

In the new version of the LEED online template for this credit, there is a minimum (with doors closed) and average required pressure differential in Pa.

Do domestic hot water heaters fall into this category? They aren't listed in the reference manual, nor can I find mention of them on this site.

The DES guideline (2010) allows us to model DES cooling plant with a COP of 4.4, which includes cooling towers and primary pumps.
