Is water submetering required for LEED v3 2009?

Hello, I can't seem to locate where LEED specifies what energy sources need to be su bmetered. I know that electricity end uses need to be sub metered for LEED v3 but does water?

Definition of vegetated open space area

Do we have a clear definition what is counted as vegetated open space area? Is grass paving, e.g. for outdoor parking counted as vegetated open space?

I recently had this credit denied by our LEED review team because our catering kitchen "local control" did not meet the credit requirement for adjustability.

Under v3, only new appliances/equipment being purchased for the project counted and had to be tracked for credit compliance. Is that still the case here?
