What is the height off the ground at which the vertical Fc are are to measured at the property line?

It looks as though building facade lighting is a non-tradable surface, but our LED facade lighting is exceeding the LPD, are LEDs that are backlighting a building facade exempt from calculations?

We are going to provide the LED strip along the vertical line of the building facade. If we assume that the 50% of their lumen is above 90 degree from nadir then our bldg.
