**I did post this under the IEQc3.1 credit in Schools, too. My project is a school, but I wanted to make sure this question was seen, as my question is not "school only". I hope that is ok.**
We have our preliminary review comments back and had a comment on this credit about the timeline of replacing the filters.
The contractor replaced the filters as a part of their substantial completion punchlist. Substantial completion was given 13 days after the the filters were replaced as part of the punchlist. During that period there was not any construction, only punchlist items. A CO was not given from the City until 3 weeks after the substantial completion date because of some exterior items (landscaping), nothing to do with the interior. The owner then immediately occupied the building once the CO was given.
In the preliminary submittal this was not explained, basically only the dates were given. Would the above comply with "The contractor should replace all filtration media just before occupancy, installing only a single set
of final filtration media."? Once the filtration was replaced there was no construction work but the owner did not officially occupy until about 5 weeks later.

I did have a similar issue on one of my projects that was recently certified. I think there is a good chance it will get resolved if you provide some further detail in your final submission like you did above. In the case of my project, unexpected delays in the commissioning process resulted in the filters being replaced prior to substantial completion, and a few months prior to the building being occupied. In our final submission, we explained that no major dust/VOC generating construction work was done after the filters were replaced, we explained why the delay, and then confirmed that the filters were inspected prior to the building being occupied and were deemed to be in good condition. Our explanations were accepted and the credit was eventually awarded. I hope you have a similar result.
