What is 'feasible tenant layout'? LEED CS

I have done a view analyze of all the regularly occupied area of each floor of the project. As it is a glass curtain wall office building, 99% of regularly occupied area have access to views.

Ds of VAV

The Ds is determined by dividing the minimum VAV terminal primary air volume during heating mode by the peak VAV terminal primary air volume during cooling mode. What is a reasonable range of Ds?

The project seeking LEED certification includes air-to-water heat pumps (4-pipe), that are able to produce hot and chilled water (simultaneously or separetly).

I am working on a dormitory project that includes washing machines. The v2009 water use reduction calculator (process tab) has an option for commercial clothes washers, but not residential.
