What is the ruling on when a LEED interpretation is effective??

On the submittal form for SSc8 there is some new language that was added on the 4.0 Version of the document.

I am planning to take the exam in September 2014. However, I came to know that the study guides will not be released until Fall 2014 (I am not sure about the specific date of release though).

This should result in a better LEED experience. I also wonder who is answering these emails though and what the communication is between the person answering and the LEED reviewers.

I would take issue with Mr Phinney's implied estimate that you can do all the LEED consulting and meet all the requirements for less than $10,000 on a large project.
