FSC and furniture

This credit says "(Furniture) material value is included in the determination of the certified wood content." How do we calculate the FSC content of say wood legs on a chair?

Is it optional to upload all of the compliance forms if you initial the box and qualify for EAc1.3? What if EAc1.3 is not achieved but you have done the model and have some savings shown?

The LEED Online sample form for water use reduction shows 21% reduction of water use in all fixtures. However, at the end of the form it indicates "N". What is the reason for that?

I have a project where the building owner recycles paper, plastic (i.e. plastic bottles only), cardboard (doesn't specify whether this means corrugated or not), and metal (aluminum cans only).
