Do aerators count?

Would GBCI approve of the water savings derived from a low-flow aerator (flow limiter) installed on the existing tap that used to have high water flow? Thank you.

We have a building that is not pursuing EQ3.1 because they're having trouble getting some tenants who use their own cleaning contractor on board with the building's approach.

I'd like to share a recent reviewer comment. If we had not already achieved more than 60 points, I would have appealed this ruling, but it's not worth my time at this point.
