I am running a high-rise commercial development for LEED-CS. According to Table G3.1.1B, the baseline system shall be chilled water.

Question regarding the OPR and BOD

We have a client that has the Owners Project Requirements (OPR) but no Basis of Design (BOD). Is it acceptable for the OPR to be used in place of the BOD?

It is true that the R values in 90.1 have to be used as a minimum in the performance rating calculations? Using tables and materials description sets the basis for your baseline model?
