How to reconcile IEQc6.1 and 6.2 Forms for residential spaces?

The Space Matrix says for residential spaces, each unit needs one thermostat, and the location does not matter. For lighting, we need at least one switch per room.

In an EAp2 appeal we were denied a 87 % cooling energy saving. The reviewer consider it unlighty to have cooling demand during winter during unoccupied hours.
