In a building where a significant portion is "unconditioned", the baseline HVAC system type selected from table G.3.1.1.A shall be based on total area or on conditioned area only?

Can exterior lighting be part of the 25% process load requirement by Ashrae 90.1-2007 when it comes to energy modeling?

From what I have read about the new website, it is no longer required to complete all design prerequisites before submitting for Design Review (split review assumed).
