My question is the same as one posted above in April, but which, at this point, is still unanswered. Does a "vehicle-sharing program" mean car use at no charge?

Would providing a bike sharing station for 3% of the occupants count for option 3 or 4 do you think? Would we have to provide membership to the service also?
