Does a crisis center require covered storage for bikes?

Our project is a crisis center which provides drop-in services and short term residential services. The drop in portion is considered an institutional project.

I’m presently working on a mid-rise residential social housing building with 5 stories and 76 units. 67 of these apartments are 1 bedroom and 9 are two bedroom.

Electric bicycles in Asia

We are starting to get projects in Asia and have learned that they use both standard (human operated) bicycles and also something we don't have in the US: electric bicycles.
