Is existing site lighting, scheduled to remain, required to be included in the Light Pollution Reduction Credit when using the calculation method or is it only for proposed light fixtures? 

I'm having trouble finding manufacturers who provide the BUG rating.

Any manufacturers that you are aware of that have this information?

Can the percentage values prescribed in the "Maximum allowed percentage of total luminaire lumens emitted above horizontal" be taken as time-related?

Working on a project where the wall sconce will be installed under the building's overhang and canopy.  This will not light up the sky.
