flush valve toilet, is the BOWL required to be WaterSense?

For flush valve toilet, is the bowl itself also required to be Water Sense labeled? Or just the Flush Valve?

Per the LEEDv4 Reference Guide "Duration-based savings from auto-control faucets w/ automatic fixture sensors or metering controls are no longer allowed in the design case.
