In v2009, you could use 3.6 GPF blowout toilets in institutional uses, but could not show savings for using blowout toilets with lower flow. We have an institutional client that wants to use 3.6 GPF blowout toilets, but it looks like the baseline in v4 may be limited to 1.6 GPF regardless of toilet type. Can anyone confirm if we can still use a 3.6 GPF blowout toilet as a baseline? If so, do we need to pursue an exceptional calculation, or is there a way to get this into the calculator?

I ended up submitting a CIR for this. It is true that 3.5 GPF toilets are no longer recognized as a baseline in v4. If our client wants to use 3.5 GPF blowout fixtures, they must offset that water use elsewhere. This does recognize that 1.6 GPF blowout fixtures have been on the market and are reportedly acceptable. It does not recognize the fact that some large scale institutional clients will still require 3.5 GPF blowout fixtures for high traffic areas or penal use.
