Has anyone ever used the Tenant agreement credit/Core And Shell as a BD&C ID credit -Do you have a good template for sample agreements that have worked in the past.

If the apartment building provides core and shell only and the apartments will be sold, does the future buyers count as "Tenant" or does this credit apply to apartment building?
