If Street Lights on the public sidewalk adjacent to public streets are within project scope and LEED Boundary, are they required to comply with BUG Rating?

Does a greenhouse need to be included in the light pollution calculations? (e.g.,  the vertical illuminances and the percentage of total lumens emitted above horizontal)

We have a project that has no exterior lighting - not even emergency egress, as the travel paths go through an existing, compliant building.
