Government mandated roadway lighting is exempted from light pollution reduction calculations. What about correctional facilities? We are currently reviewing design specifications for a correctional facility and the lighting specified for the perimeter is rather extreme for obvious reasons, but this is not noted in the guidebook as an exemption. Any advice?

There is no exemption for lighting for correctional facilities. The exemption for government-mandated roadway lighting is specifically for street lights that you are required by the municipality to locate within the LEED project boundary, but are there to light the public roadway, not the LEED project. I can imagine that it will be difficult to meet the Light Pollution credit requirements with the lighting for a correctional facility - -but it would be a great achievement if you could! The credit is supposed to encourage responsible outdoor lighting. If you exempt lighting that causes excessive light pollution then what is the point of the credit? This is why, for example, there is no exemption for sports field lighting
