In the case of a rehabilitation project in the center of Paris, on a 100% mineral site, is this requirement applicable?

Our project proposes a green wall to be planted with appropriate vegetation and climbers.

I'm confused of how the vegetation/plants will be measured.

Does the vegetated roof  need to be acessible to building occupants  to count towards the 25 % vegetated  space?
