Would LEED for Cities and Communities certification count instead of LEED ND?

Is a project viable to get points for this credit (LTc1 LEED ND location) if the project is LEED for Cities and Communities certified?

Do I understand correctly that the only way to obtain these points under this credit is to locate the project on a site that has ALREADY been certified as a LEED Neighborhood Development?

The points table can be based on rating system like NC, CS, School etc instead of BD&C
