Certified Wood - Chain of Custody - Fabricator

Does the fabricator / manufacturer of a product that incorporates wood components have to be FSC certified in order for the wood components to count toward the certified wood portion of the MRc3 cr

Is it possible to get FSC particleboard. I have a Flakeboard product, and the manufacturer indicates that it is made from 100% recycled or recovered materials.

Why does LEED promote putting FlyAsh with high mercury content into landfills, where it may contaminate groundwater, and NOT into Concrete, where it is non biologically available?
