Is it even possible, since the location of where the actual ore was extracted cannot in most cases be traced back to its origin.

Yes it is possible and yes it is difficult anymore. You need to follow the addenda from 7/19/1020 and then fight for it to be understood by the reviewers. You need to prove that the coil location meets the definition of recycling facility, scrap yard, depository, stockpile location. Keith L from Nucor has great advice on the NC board for this topic.
We recently took this into a construction appeal mid-review clarification and had to produce letters from the steel manufacturer and the coil manufacturer. It was approved and our contractor did a great job of getting the documentation together. It helps that she is an experience LEED professional.
