Classroom adjacent to Stair

Next to one of my classrooms is a stair shaft. On the other side of this same stair is "Outside". How do I show this in the table?

The first floor of my classrooms are slab on grade which per the LEED template should have an STC of 50 because its ajacent to the outdoors (grade being the outdoors).

For the expansion joints being used in a LEED project for schools v2009, do they have to meet the NRC requirement of 0.70? Currently our sub wants to use Seismic Colorseal, STC 52/OITC 38.
Window STC vs. OITC

If our windows have an STC of 35 but an OITC of 25 would they qualify? I don't think so, but I don't know how to interpret or relate the OITC to STC.

I'm filling out the Table IEQc9-1 and it asks me for a STC rating for the ceiling assembly. I set the space "adjacent to assembly" to "outdoors " because it is only a 1-story building.
