School District doesn't track water use in Energy Star Portfolio Manager

For PIF1 - we opted to select the USGBC approved template for providing the 5 years worth of energy and water use data.

If we pursue this option, are we only eligable for one point for this credit? That's what is coming up on my template, even though it says that i'm pursuing two credits.

Is it possible to achieve one point of this credit (like you can for NC) by just registering the project with Energy Star Portfolio Manager?

Hot Water use

I'm working on a building that is part of a larger facility. The domestic hot water is produced at a central plant.
