For PIF1 - we opted to select the USGBC approved template for providing the 5 years worth of energy and water use data. We chose this option because the district only tracks energy use with Energy Star Portfolio Manager, and not water use. They use a different data tracking program that is not one of the acceptable third party data collection per USGBC. If the owner is dedicated to providing the information as part of that requirement - would it be acceptable to try and pursue this credit as well with that rationale?

You must use the approved method for providing data in order to earn this point for Option 3.
