Limits for VOC content outside US, additional questions

All the limits on VOC content provided in the LEED reference guide (2009 edition) are minus water (g/L minus water or g/L less water).

Yesterday we had a conversation with a US manufacturer who told us that the VOC content outside the US can also be determined according to the respective national requirements.

I'm trying to figure out, under what category would pipe insulation joint sealant fall under?

Wall Putty VOC content measured in gram/kg

The test certificate for VOC content received from Laboratory for wall putty is in grams/kg, whereas LEED specifies the limit in grams/liter.

We have a product that is an "acrylic masonry sealer" with a VOC content of 81 gr/lt.

Paints or sealants applied before building is sealed

Hi, If paints /sealants /adhesives are being applied on site but before the building has been enclosed do they still need to comply with the associated VOC limits?
