Hello, When calculating the number of lumens emitted at or above 90 degrees from nadir, is it possible to disregard the lumens that are shielded by the building its self / are not emmited directly

Can someone please explain where the 600W of Base Site Allowance in an LZ2 zone comes from? I know it comes from ASHRAE90.1-2007 Addenda i, but what does it mean?
